A Charity's Independence is Seriously Called into Question.
Solihull Action through Advocacy is 80% funded by Solihull Council which in our opinion not legal. It is breach of the principles defined the Government Publication The Independence of Charities from the State - RR7 complied in conjunction with the Charity Commission. In addition, it over reliant on Birmingham City Council (or what is left of BCC).
Further, SAtA’s accounts indicate that it is forced to retain a sum of about £60,000 in fear of losing SMBC and or BCC Funding. The presumption is that it is dead money that cannot be spent unless SMBC withdraws its funding stream. There are other issues to be address including the assertion that future funding is actually ‘a done deal’ and the wholly misleading comments on its website regarding “Independence”.
It suggests that SAfA, notwithstanding its public claims, is merely a shrouded extension of SMBC Social Services. It is wholly dependent on SMBC and BCC without which it would cease to exist – in short SMBC and BCC pay the ‘independent’ advocates wages.
The Advocacy Code of Practice published by QPM. It is difficult to find one principle that SAfA meets.
A survey of 168 Local Authorities in England found Solihull Council is the only authority identified as operating this type of arrangement.
Indeed 95% of LA’s use a respectable established organisation such as Pohwer, Voiceability and the advocacy people.
