This is the core legal entitlement for adults to and support, establishing one clear and consistent set of duties and power for all people who need care and support." There is a world of difference between providing an service and 'meeting needs'
For example the practice of sending in any 'ole Care Agency on a block contract at the cheapest possible price is a provision of service only. It is so often of the commissioning and so providing an unreliable poor quality 'care' call - if that is of course if the agency turns up at all.It is merely providing a cheap service.
