Thanks for the information regarding Unit 4.
Would you please clarify the use and purpose of the 'Councils Better Living Project Group' - it is not an entity within the Council I have heard of before.
With regard to the Best Interest Reports, my inquiry relates merley to the use and purpose of the lease renewal for another ten years - or more - of Unit 4 that the council officers presented to renew. its tenure. eyond that I have no current interest the information relating to finance or other parties.

The renewal of the lease was negotiated on behalf of the Council by the professional RICS Chartered Surveyors employed by its Strategic Land and Property Team.
The renewal was then internally authorised by:
The Council's Better Living Centre Project Group, Joint Asset Management and Co-Location Project Board, the Head of Strategic Land and Property, the Assistant Director for Commissioning from the Adult Social Care Directorate [Karen Murphy]and Legal Services Manager and Solicitor to the Council. In addition the NHS were consulted.
The Councils Chartered surveyors negotiated a rent inline with the Market and undertook an assessment on all options available to the service and reported the matter to confirm that Best Value for the service was being achieved.[No they did not see above] These reports however are confidential as they include commercial financial information of other parties
Please see attached copy of last page with seals. Please note it has been necessary to withhold a small amount of the information requested. This has been done to protect the personal information of third parties and the Council is, therefore, relying upon Section 40(2) of the Freedom of Information Act (FoIA) which provides an exemption from disclosure where it would breach Data Protection legislation. In this case it is felt that the fairness element of the first principle would be breached by disclosure.
Use as a conference venue was very limited and has not generated any income since 2020. In 2019 any charities/ community organisations that have utilised space were not charged for their use there are no records suggesting the venue was provided to any other organisation. Since 2020 and the first Covid lockdown the venue has not been available as a conference venue.
